The May State Budget announcement included a $600 million increase in funding for human services over the next five years, with the following intent:

“It is expected that most of the funding will be used to increase the salaries of the many thousands of workers in NFP organisations” (2011-12 Budget Fact Sheet).

At the same time, competition from the resources sector is placing upward pressure on wages and making it harder to retain good staff.
